Evidence of Readiness

• Updated release/VERSION.json
• Expanded PR and issue governance templates
• Added quality gate workflow for docs, diagrams, SDK, demo, links, and secret scanning

Release Boundary

This candidate remains conceptual and documentation-focused, without disclosure of proprietary runtime internals.
